Pet Access to Open Spaces

Despite the amazing outdoor spaces we enjoy in Hong Kong, there is very limited access for dogs. The most widely accessible spaces are in country parks, and a limited number of other areas under the control of the AFCD.

Many dog owners find it difficult to access the few open spaces available, despite the numerous benefits it offers to both animals and owners:

  • It helps dogs socialise, helping improve their behaviour;
  • It provides exercise for the animals which has long-term health benefits; and
  • It provides social contact for owners, as well as delivering health benefits through walking.

The lack of space can make pet owners feel marginalised and excluded from society. We wholeheartedly support increased access for dogs to open public spaces and we are hoping that in the future, every pet owner will be within a 15-minute walk of a space where they can exercise their pet.

To make this happen, we are working with the District Councils, government departments and special interest groups to create a strategic plan that will provide fair and even access to open spaces for the majority of Hong Kong’s dogs and their owners.
