Since our founding, we have been at the centre of the movement to introduce a more robust legal framework to protect animals. Our lobbying and advocacy work has created real momentum in recent years, resulting in animal welfare moving up the government’s agenda.
Since the beginning of 2021 – and despite restrictions resulting from social distancing measures – we have made remarkable progress. Most notable is the recognition among key government departments of the concept of “duty of care” and its inclusion in a wide-range of animal-related legislation.
This concept lays at the heart of our lobbying work and moves animal welfare legislation from a reactive, ‘punish the abusers after the fact’ approach to a much more proactive vision for the animals of Hong Kong. We want to incorporate the duty of care concept into all animal welfare legislation, and require anyone who controls animals – from pet owners to animal traders and even slaughterhouses – to understand, provide for and safeguard the animals in their care.
