Being a responsible dog owner means not only caring for your own dog, but also learning to read dogs’ signals and respect their boundaries. Not every dog you meet on the street wants to interact. 殘酷對待動物法規改革 刻不容緩 香港主要保障動物的《防止殘酷對待動物條例》（第169章）早於1935年制定，惟現行法例往往須待動物已經受苦，方可作出制衡。 近年的動物悲劇一再顯示，現行法例及飼主管制存在明顯漏洞。若法律未有清晰訂立「謹慎責任」，當局往往須待動物遭受嚴重忽略、受傷，甚至死亡後，方有機會追究責任。 過去二十多年來，愛協、專業界別及社會各界一直推動改革。政府於2019年進行的公眾諮詢，亦已清楚顯示市民普遍支持改革。然而，時至今日，香港仍然欠缺一套現代化、以預防為本的動物福利法律框架。 香港所需要的，不是待悲劇發生後才作補救。 我們需要的是一套能夠在動物受苦之前及早介入，主動防止忽略及虐待發生的法例。 我們促請政府立即行動，全面改革殘酷對待動物法規。 Animal cruelty legislation reform is long overdue — and animals urgently need it Many people may not realise that Hong Kong’s main animal protection law, the Prevention of Cruelty to Animals Ordinance (Cap. 169), was introduced in 1935. But this law mainly acts after animals have already suffered. Recent animal tragedies have once again highlighted serious loopholes in the existing legislation, including gaps in owner regulation and a lack of clear guidance. Many cases continue to show that the current law fails to protect animals early enough, allowing severe neglect and harm to occur. For over 2 decades, SPCA, professionals and the wider community have pushed for stronger animal welfare laws. The Government’s 2019 consultation showed clear public support for reform. Yet Hong Kong is still waiting for a modern animal welfare framework. We desperately need a law built on a proactive, preventative approach — one that stops neglect and abuse before suffering begins. We urge the Government to act now and introduce comprehensive reform of animal cruelty legislation.
歡迎踏出正面一步　然而香港仍需全面改革防止殘酷對待動物法例 經過多年倡議和爭取改善，我們歡迎政府在昨日《施政報告》中宣布，將於2027年完成法例修訂，加強打擊殘酷對待動物，以及非法管有或使用狩獵器具的行為，並檢視有關飼養和管束寵物的規定。 這些都是正面而重要的措施。我們亦支持加強宣傳和教育，提升公眾對妥善照顧動物的認識。 我們期待政府盡快公布更多細節，並希望今次能帶來具體而有意義的進展。 然而，香港真正急需的，是全面改革防止殘酷對待動物法例。今次提出的修訂方向固然值得歡迎，但必須納入一套更全面、更具前瞻性和更現代化的法律框架，以支援更有效執法、堵塞長期存在的漏洞，並引入清晰的「謹慎責任」，讓當局能夠及早採取行動，防止傷害發生。 這項改革已拖延多年。動物依賴我們的保護，不能再等待一套真正有效、能提供實質保障的制度。 我們期待政府進一步公布更多內容，並會繼續倡議推動有意義的改革，真正改善香港的動物福利。 A Positive Step Forward, But Hong Kong Still Needs Full Animal Cruelty Legislation Reform After years of advocating for change and improvements, we welcome the Government’s announcement in yesterday’s Policy Address that in 2027 it will finally pursue legislative amendments to strengthen efforts against cruelty to animals and the illegal possession or use of hunting appliances, and review provisions relating to pet ownership and control. These measures represent a positive step forward. We also support stronger publicity and education should also be enhanced to raise awareness of proper animal care. We now look forward to seeing the details and remain hopeful that this will lead to concrete and meaningful progress. That said, what Hong Kong urgently needs is full reform of its animal cruelty legislation. While the proposed changes are welcome, they must form part of a broader, proactive and modern legal framework that supports better enforcement, closes long-standing loopholes and introduces a clear duty of care, so action can be taken and harm prevented. This reform has already been delayed for far too many years. Animals depend on us to protect them, and they cannot wait any longer for a system that offers real and effective safeguards. We look forward to further updates from the Government and will continue to advocate for meaningful reform that truly improves animal welfare in Hong Kong.

On 12 Jul, a member of the public contacted the SPCA after spotting a porcupine trapped in the water catchment at Shing Mun Reservoir helplessly. Inspector Cyrus and his partner attempted to approach the porcupine from both front and rear and at last succeeded in catching and bringing it back on the ground. After confirming the porcupine was healthy without injury, the inspectors released it back to the wild. Let’s hear Cyrus share more about this rescue. In fact, porcupine is very common to see in Hong Kong countryside. Don’t be scared when you see one because it won’t attack people randomly. So, please be reminded that: 🫢 Do not overreact and scare them 🐕‍🦺 Make sure that your pet is soundly on leash 👣 Keep a proper distance If you discover an animal trapped in countryside and are unable to handle the situation safely yourself, please contact the SPCA 24-hour Animal Rescue Hotline: ☎️ 2711 1000 This August, SPCA received a total of 2,264 calls and assisted 650 animals.
