Without intervention, their chances of survival were slim. Although he is shy and timid, Hunter has blossomed into a gentle, playful boy who charms everyone at the centre with his special “happy dance” reserved for his favourite people. 愛協歡迎申訴專員公署就政府打擊殘虐動物工作的主動調查，並認同報告清楚指出有需要採取更有力行動。 本會督察持續接觸到令人極為痛心的殘酷對待動物個案，涉及嚴重且不可接受的痛苦。我們促請政府將第169章《防止殘酷對待動物條例》列為立法工作的優先事項，並於本屆立法會會期內提出修訂。香港必須盡快推動訂立謹慎照顧責任法例，以訂立清晰的動物福利標準、容許在動物痛苦惡化前及早介入、加強執法，並提升對疏忽照顧及虐待行為的阻嚇力。 我們亦支持賦予執法人員在調查殘酷對待動物案件時更強的執法權力，包括容許督察及執法人員在合適情況下，無須佔用人同意即可進入處所。就殘酷對待動物罪行及非法捕獸器的罰則亦應大幅提高，以更充分反映其嚴重性並加強阻嚇力。 愛協期望在處理這些案件上，與漁農自然護理署及香港警務處進一步加強合作，透過更強的行動協調、三方聯合培訓，以及更清晰界定各方資源與責任分工，盡量確保動物福利標準一致。 儘管政府撥款及資源有限，愛協與其他動物福利機構一直不懈地保護和拯救動物。政府必須提供更大支持，以確保殘酷對待動物案件能更有效處理，並為弱勢動物提供更完善保障。 The SPCA welcomes the Ombudsman’s direct investigation into efforts to combat animal cruelty and agrees with the report’s clear finding that stronger action is needed. Our inspectors continue to witness deeply distressing cruelty cases involving serious and unacceptable suffering. We urge the Government to treat Cap. 169 as a legislative priority and to bring forward amendments within the current legislative term. Hong Kong must urgently accelerate the introduction of duty of care legislation to set clear animal welfare standards, enable earlier intervention, strengthen enforcement, and improve deterrence against neglect and abuse. We also support stronger enforcement powers in cruelty investigations, including enabling inspectors and law enforcement to enter premises in appropriate circumstances without the occupier’s consent. Penalties for animal cruelty offences and illegal animal traps should also be significantly increased to better reflect their seriousness and strengthen deterrence. The SPCA hopes to work even more closely with the Agriculture, Fisheries and Conservation Department and the Hong Kong Police Force in combating these cases, supported by stronger operational coordination, joint tripartite training, and clearer delineation of resources and responsibilities to maximise consistency in animal welfare standards. Alongside other animal welfare organisations, the SPCA works tirelessly to protect and rescue animals despite limited Government funding and resources. Greater Government support is needed to ensure cruelty cases are handled more effectively and vulnerable animals are better protected.

一講到虐待動物，好多人第一時間都會諗到打、踢呢啲肢體暴力。 但其實，疏忽照顧對動物造成嘅傷害，一樣可以好嚴重，甚至更可怕。 根據我哋嘅經驗，疏忽照顧往往會令動物長時間受苦。佢哋可能長期捱餓、缺水、生病、受傷，甚至一直得唔到適當治療。呢啲痛苦未必即刻睇得出，但後果可以非常嚴重，甚至危及生命。 有啲個案受影響嘅，仲唔止一隻動物。 如果冇為動物絕育，任由佢哋不斷繁殖，情況可以喺短時間內迅速惡化，令好多動物一齊困喺擠迫、污糟、惡劣嘅環境之中，繼而出現疾病、營養不良等嚴重福利問題。 疏忽照顧，絕對係虐待嘅一種。 如果你懷疑有動物遭受疏忽照顧，請及早舉報。 愛協24小時動物拯救熱線：☎️2711 1000 When people think of animal abuse, they often imagine physical violence. But neglect can be just as harmful — or even more serious. From our experience, neglect often causes prolonged suffering. Animals may be left hungry, dehydrated, sick, injured, or without veterinary care for long periods. In some cases, neglect also affects multiple animals living in extremely poor conditions. When animals are not desexed and continue to breed, this can quickly lead to overcrowding, unsanitary environments, disease, malnutrition, and serious welfare concerns. Neglect is abuse.
