Thanks to RTHK for the invitation. Our Senior Behavioural Support Technician, Lily Leung, was featured on “Hong Kong Connection”, where she shared her professional insights. In the programme, Lily explained why it is so important to understand dogs’ natural behaviours and body language, and why appropriate training is equally important for both dogs and their owners. 遺棄動物是非常殘酷的行為。然而，這種情況在香港仍然屢見不鮮。 目前，遺棄動物主要受《狂犬病條例》（第421章）規管，而該條例對遺棄行為的處理，僅限於基於狂犬病防控目的，並只適用於哺乳類動物。若被遺棄的是雀鳥、爬行類、魚類或其他非哺乳類動物，現行法例未能對其主人作出制裁。 遺棄行為亦未有在《防止殘酷對待動物條例》（第169章），被明確界定為一項獨立罪行。這意味著執法機關往往需要先證明動物已經遭受痛苦，方可採取執法行動。 結果是，動物可能被棄置於垃圾袋、紙箱、後巷或偏遠地點，而法律責任亦往往難以追究。 遺棄行為應明確納入第169章，清楚表明這是一種嚴重損害動物福利的行為。 除此以外，現行法例亦存在其他必須堵塞的漏洞，未有明確規管多種有害行為，包括不必要的身體殘害、使用殘酷器具，以及毒害動物等。 香港是時候全面改革殘酷對待動物法規，堵塞令動物陷於風險之中的法律漏洞。 了解更多：bit.ly/3VeZuUh Dumping an animal is cruel — yet it still happens far too often in Hong Kong. At present, abandonment is addressed under Cap. 421, the Rabies Ordinance — and only for mammals purely for rabies control. If a bird, reptile, fish, or other non-mammal is abandoned, the law does not allow sanction of an owner. Abandonment is not clearly recognised as a standalone offence under Hong Kong’s main animal cruelty law, Cap. 169. In practice, this can mean proving that the animal has already suffered before enforcement action can be taken. As a result, animals may be left in rubbish bags, cardboard boxes, back alleys or remote areas, while legal accountability may be difficult to pursue. Abandonment should be expressly included under Cap. 169 so that it is recognised for what it is: a serious animal welfare harm. This is one of the legal loopholes that must be closed. Other harmful practices are also not specifically addressed under the current law, including unnecessary mutilations, cruel devices, and animal poisoning. It’s time to strengthen Hong Kong’s animal cruelty legislation and close the loopholes putting animals at risk. Learn more: bit.ly/3VeZuUh
